COON RAPIDS MN – A Burlington-Northern Santa Fe (BNSF) railroad worker was killed when he was struck by a Northstar commuter train in Coon Rapids, MN on Wednesday, September 1, 2010. The train was bound for Minneapolis at the time of the incident.

Coon Rapids is in Anoka County, Minnesota in the east-central part of the state about 11 miles north of Minneapolis.

The victim was identified as Andrew Weaver, 53 years old, from Fridley, MN. The accident occurred around 6:50 a.m. near the Egret Boulevard railroad crossing.

According to the Anoka County Sheriff’s Office, Weaver was testing the rails near the intersection with Egret Boulevard this morning. He was working with a short three-car test train that had stopped just west of the rail crossing.

Weaver was waiting for another railroad employee and had been talking on his cell phone at the time. He stepped out from behind some cars and onto the tracks when he was hit by the eastbound commuter rail train, which was moving at about 80 mph at the time.

Location of accident in Coon Rapids, MN where BNSF railroad worker was killed by commuter train.

The engine of the test train was left running and the Sheriff’s Office believes he couldn’t hear the commuter train coming.

All railroad crossings in Coon Rapids are quiet zones. This means that the railroad crossing was a “no whistle” zone that prohibits the sounding of train horns.

According to an article in the Minneapolis Star-Tribune website a local resident who lives within a block of the tracks said that the engineer of the Northstar train apparently did sound a warning. He said that the engineer “was tooting his horn, which they usually don’t do.”

Lt. Paul Sommer from the Anoka County Sheriff’s Office said that it is believed that the engineer of the Northstar train could not see Weaver because he had just stepped out from behind the test train directly into the path of the Northstar train. This was a terrible and unfortunate tragedy.

It took the commuter train about three quarters of a mile to come to a stop.
Train traffic on the tracks were shut down for several hours after the accident, but service resumed later in the afternoon.

According to Metro Transit spokesman, Bob Gibbons, there were 150 to 200 passengers on the train. After the train stopped, they were taken to Minneapolis by buses.

Gibbons said that Metro Transit operates the Northstar system, but the crew members are BNSF employees.

The accident is currently being investigated by the Coon Rapids Police Department, Metro Transit Police, the Anoka County Sheriff’s Office and the Anoka County Medical Examiner’s Office.

FORT WORTH, TX — Several BNSF rail cars carrying coal derailed near downtown Fort Worth Sunday night August 29, around 8:20 pm, interrupting part of the Trinity Railway Express between Fort Worth and Dallas early Monday morning. The BNSF train shares the Union Pacific tracks with TRE, which is co-owned by Dallas Area Rapid Transit.

According to WFFA-TV, several of the train cars could be seen turned over, with a few actually off the tracks. The accident led to some buckling on the tracks as well. As a result, there will be no service between the two TRE stations downtown and the Richland Hills station for the Monday morning rush hour. The transit agency, which is operated jointly by The T and DART, will set up a “bus bridge”from the Richland Hills Station to ferry commuters around the derailment.

The Star Telegram reports the following:

Joe Faust, BNSF spokesman, explained that the two railroads have longstanding agreements to share tracks throughout their systems.

The cars numbered 20 through 26 were the ones that derailed, Faust said.
“Three of them actually overturned, four derailed upright and three derailed on their sides,” Faust said.

Workers hustle to replace track after a train pulling coal cars derailed east of downtown Fort Worth, TX, Monday Aug. 30, 2010.The incident disrupted a commuter rail line connecting Fort Worth and Dallas. Star-Telegram/David Kent

The train had departed eastbound from the BNSF yards off of West Vickery Boulevard, he added.

Faust also noted that the speed limit on that section is 10 mph, but BNSF officials say the train was moving at 8 mph.

An earlier report stated that the derailment happened at about 10:30 p.m., but Faust clarified that the later time was when BNSF officials made their report of the incident.
Wreckage was cleared by Monday morning, but extensive repairs were needed to the tracks and a bridge, said Raquel Espinoza, Union Pacific spokeswoman.

“Any time we have something like this happen, we have to make the necessary repairs and tests to make sure all the equipment is working properly,” Espinoza said.

She said UP officials hoped to have the work completed Tuesday afternoon, but it was possible that it could be Wednesday before rail traffic resumes on the line.

There were no reported injuries in the accident.

Anyone else heard of this 10% rule? I figured it would be blowing up this forum by now. Some "low hours" people are getting certified letters in the mail and "counseling" by their Trainmaster as to their hours worked conduct. There is no rule and no paperwork to be signed the first time bu the second time results in a 30 day firing and 1 year level S. The third time is a solid stay on Board 593. Apparently the way it works is if you are in the bottom 10% of your board you are subject to not working enough although they do look at each specific instance to determine if there was a legitimate cause for not working enough.

According to the first letter I read of a buddies it cites not working enough, laying off first out after you have been on the board working your way to the top( Extra Board or Pool, I get the Xboard but a pool?), jumping around from pool to pool to catch a day off, taking your full 24 or 48 hours on the bump board or full travel time if you are forced somewhere. It cites a couple rules in the letter, one being code of conduct, specifically the statement about a full time employee. I dont know a lot about it but then again it would appear neither do the unions or your local TM for that matter. The first instance we had here the TM got a call to counsel an employee about not working enough and that a second time would result in a level S yet the TM had nothing for the employee to sign, give him or anything like that and had never heard of it himself to boot.

I was more or less curious if this is a local thing (Powder River) or a system wide thing.
